Enrollment Options for Groups Affected by the Expansion of Community Rating

 

Groups Changing from Community Rated to Experience Rated - OPEN ENROLLMENT 2016

Roster Enrollment eFile :

The Roster Enrollment eFile is the preferred option if subscribers are choosing from among several product options. The Roster Enrollment eFile is an automated solution to make enrollment changes in place of submitting paper applications.

Used for changes including

  • Class
  • Subgroup
  • Enrollment Code

How to obtain the current eFile Roster

Request a prepopulated roster eFile by group number to the Small Group Excellus BCBS Account Service Representative when ready to update subscribers’ plan elections.


Mass Plan Transfers:

A Mass Plan Transfer is the preferred option if all subscribers in one current benefit are being moved to the same new benefit.

Used for changes including

A one-for-one benefit change if all subscribers in one enrollment code are moving to one new enrollment code.

How to request Mass Plan Transfer:

Contact your Account Service Representative to advise enrollment for group if all subscribers in a current benefit should be moved to new benefit. Account Services will advise the Enrollment Team to complete a Mass Plan Transfer.

How to obtain the current eFile Roster

Your dedicated Account Service Consultant will continue to monitor this population. They will send each group a prepopulated Roster eFile to utilize.

Mass Plan Transfers:

This is the preferred option if all subscribers in one current benefit are being moved to the same new benefit.

Used for changes including

A one-for-one benefit change if all subscribers in one enrollment code are moving to one new enrollment code.

How to request Mass Plan Transfer:

Please contact your dedicated Sales or Account Service Consultant to advise that all subscribers in current enrollment code should be moved to the new enrollment code. Account Services will advise the Enrollment Team to complete a Mass Plan Transfer.

Notes:

  • The Roster Enrollment eFile cannot add new subscribers, dependents, terminations, or demographic changes. If these types of changes are needed please contact your Account Service Representative for the best enrollment options for these changes.
  • For Small Community Rated groups staying in Community Rated products, if benefit changes are made to these groups we will accept the member roster in an Excel format, which can be downloaded from our website.  The new enrollment code, class, subgroup, and effective date would need to be added on the excel Roster for each subscriber listed on the roster. Please note: No handwritten or PDF rosters will be accepted.
