Health Care Reform Update: Patient-Centered Outcomes Research Institute (PCORI) Tax
One of the goals of the Patient Protection and Affordable Care Act is to improve health outcomes.
The law includes a provision to conduct comparative effectiveness research to determine the best approach. The Patient-Centered Outcomes Research (PCORI) tax (PDF), a fee charged to fund comparative effectiveness research, is in effect for policy and plan years ending on or after October 1, 2012. Although the fee applies to both fully insured and self-funded groups, Excellus BlueCross BlueShield is only responsible for paying the PCORI tax for fully insured plans. Keep in mind that a fully insured group's HRA or FSA may be considered self-funded for the purpose of the tax.
The fee is $1 per covered life for the first year and will be due to the IRS in July 2013. More information is forthcoming on how to calculate the number of covered lives.
